her policy is streamlining the process by creating places to legally let people in (screen and document them like the abandoned Ellis Island (for a similar example) who are coming over here instead of being snuck in for a chance, putting a hell of a lot less stress on border patrol personnel and creating a good number of jobs that would work in that new system. She wants to do that and streamline them into the country through that process to further help fund cities and the economy with immigrants who are here to work and live as a citizen like anyone else. This isn't exactly her wording on it, but a major paraphrase btw based on what she has said in person and her policies

They lived together, intermarried etc, but instead of African Americans being listed on the Dawes Rolls, AA were listed as Freeman and didn’t receive any benefits from the tribes or government. It’s very weird that other groups are always included in conversation that is meant strictly for African Americans (ie, Native Americans or People of Color “.. But African Americans are never included in conversations leading to benefits for Native Americans, People of color, Hispanics, immigrants/ migrants , etc
