So the straight up unbiased facts with the Chris situation: Chris walks in front of a cop car, gets hit, starts a scene, starts acting like a Karen asking for a badge number. Nothing in that situation indicates him trying to stall something. The cops stating that it was a staling tactic are just assuming because they can't read Chris's mind, nor do they have any hard proof of CG being behind this. So arresting Chris over walking in front of a cop car in a parking lot makes 0 sense. In their POV thats all what happened. Chris walking in a parking lot and getting upset over being hit.
The only argument I'll give for why they had suspected it was that the officer Chris was distracting was tasked with following Kanter to protect her and they could put some clues together to question it. But it's still a stretch
