  • The number of drivers visited by bailiffs over unpaid traffic fines has surged amid a rise in clean air zones, new figures show.
    Some four million penalty charge notices (PCNs) were referred to enforcement agencies in England and Wales in the 2023/24 financial year, the Times reported.
    That is up from 2.4 million during the previous 12 months, 1.9 million in 2019/20 and 1.3 million in 2017/18.
    The figures were compiled by the Civil Enforcement Association (CEA), a trade body representing bailiff companies.
    Petrie Hosken speaks with Joanna Marchong from The Taxpayers Alliance.

    If ULEZ was real, cars not meeting the requirements would be banned.
    BUT, you can drive there if you pay £12.50 per day.

      Correct. What has been done to clean the air with the money they've accrued? Where are the filters, where is the cleaner air? Nowhere because that money has gone elsewhere.

    Any council that has to declare itself bankrupt should automatically be forced to have an election so a new council can be elected. Perhaps then they would be a little more careful about their finances.

      Thurrock council lost millions on silly money making scheme , I can’t find out if anyone was sacked over it. Yet they want to raise the council tax to cover the cost

      You only vote for councillors that have no power within a council.
      Those with power in a council are the directors and senior management. These are unaccountable people. These are the people on stupid amounts of money and bonuses. They set their own pay rises.
      They make these stupid decisions.
      We need to have a vote on the directors of councils.
      Plus wages need to be restricted to the same as an mp for directors and senior management.

      Of course they are not bankrupt, people use the word to mean lack of enough funds.
      Only private companies can be bankrupt, not government, councils, public institutions which are supported by population through taxes.

      @@3rdeyegeneral What do you mean council is a corporation, they have shareholders? They pay dividends, they are on stock market? They sell something, they compete with other companies?
      Councils are local governments supported by taxes, unless all people in UK stop paying taxes, councils will never run out of money, although they can overspend by borrowing.

    So when I do all my shopping online for fear of incurring a fine for driving an unwashed car during the hours of daylight or walking on the cracks in the pavement and the local shops give up and stop paying rates they might just realise that we have options that will kick them back.

    I used to joke around saying they wil fine us for the air we breath .Now they fine us for driving in a certain area where we breath air .

    I live in Coventry and I have learnt from the Romanias buy a cheap car for 300 pounds don't register it don't tax or insurance it drive down bus lanes park where you want any parking tickets throw them away as they can't find you and if the police take the car away at some point go buy another car you will save a fortune

      Am sure that if the councils could keep the money they collect they would .manage fine, but because the government creams off a large percentage to wast on crackpot schemes they will always be broke.

      How can you buy a car without registration? It's registered on seller's name, the seller must send to DVLA the logbook.
      Those Romanians buy from other Romanians who returned to Romania permanently. So the person registered on logbook is out of UK and can't be forced to pay the fines.

    Top class work Petrie and Joanna. If every motorist followed every rule, every council in the lsnd would be bankrupt and there'd be no modal shift from cars to bikes and e-scooters.

    Corrupt Councils know they can send out 100 tickets and 90 will get paid no appeal, Motorists been beaten into submission, Surely if You appeal a ticket and win you should then be able to take them to small claims court for expenses and stress caused... The Council should also be made to pay back all the tickets given for the same offence at that location...Otherwise it's all one sided and criminal.

    And there was no appeal option

    I am currently fighting a fine that was given to me for parking on the pavement outside my flat to unload shopping. I live on the 3rd floor and couldn't find a space despite having a residents permit.
    I parked close to the building leaving as much space on the pavement for pedestrians to get past (as wide as the pavement is at the bottom of the road).
    I was fined for being parked for 5 minutes. I challenged the fine and was denied. I then appealed the decision which was also refused. The bailifs are now contacting me for £475 which I refuse to pay.
    Firstly it was not parked long and was not obstructing the pavement or road. Secondly after a freedom of information request I discovered the council sold 54 permits for the road which can park an average of 35 cars!
    This is fraud! So despite the negative impact on my mental health I continue to fight.
    N. B I wrote to my MP who incidentally is the highest paid in this country..... I heard from his secretary a couple of times but never from him. The secretary replied that there was nothing he could do!

      You stated an average of 35 cars. Average must mean that the car park can accommodate more than 35 cars.

      It's not a car park but parking spaces along the residential road. There are 3 long spaces rather than individual boxes. Because different number of cars can park depending on size or parking ability, I counted a few different times when the spaces were filled and averaged the results. You definitely couldn't fit 54 unless they were all minis or smart cars parked bumper to bumper!

      Let's imagine if all the vehicles on the road stopped for a month and all motorists got a one month tax rebate for their vehicle being off the road and didn't buy any fuel at garages which most of the money goes to government in taxes and nobody needed any work done on their vehicles which the government get the vat off etc?? So it is easy to say they don't want you on the road because it would bankrupt the country along with alcohol tax if people stopped drinking and smokers stopped smoking and drivers stopped driving. It is probably what we all should do now and again and teach them not to keep messing with us.

    Myself and my partner wanted to go on a tram ride in seaton which was £21 per person each, which we were willing to pay. When we parked up in a council car park in seaton we noticed that the parking price had gone up from £2 for 4 hours to £8. That is 800% rise, so the tram company lost money because we decided to go home instead rather than pay that.

    What's new? Motorists have been easy targets since the days of horse and cart all in the name of some trumpt up reason. Between government tax on vat on tax, fuel companies not passing price reductions, parking charges getting out of control and now they want our information including banking, ridiculously outrageous insurance costs and coming to a road near you, pay per mile. It has nothing to do with global warming and everything to do with reducing the amount of traffic for the wealthy to get stuck in. I don't know anyone else, but I have noticed smaller speed limit signs on roads that have had speed limits reduced, and you can guarantee the police are on hand to obtain extra revenue all in the name of accident reduction. The council reduced a long straight, wide, rural road I drive on often from national speed limit to 50 for a reason I truly don't understand.
    My local council gave a company millions to build a bypass day's before that company ceased trading and way before they even started building the road. It spends a ridiculous amount on pointless sign posts, like putting a 40 sign less than 20 yards from a 30. It spent £10,000 on a ridiculous looking sign above a street that is seldom noticed and can't be understood even if it was noticed. Councils spend millions on compensation claims for damage to vehicles caused by pot holes instead of fixing the problem. They spent thousands on cycle paths cyclists don't use. Councils are a drain on our taxes, but what can we do. Say something and you're far right. Protest and you're far left. Very little makes sense anymore.

    Break the law and come into the country illegally, you get rewarded with cash and a hotel room and a decent health care package denied to us. Break a motoring law by a tiny amount and you get slammed with a fine. Makes you wonder if one is needed to pay for another....

    If BAILLIFS are involved then it's gone to court, the appellant lost their appeal (you should ALWAYS appeal) and then has failed to pay the fine.

    We don't live anywhere near London, but it's become so bad here, that my son sold his car, which now means he may no longer be able to get to work, because of all the greedy transport workers wanting to fleece for ridiculous amounts of money. But hey... he saves on extortionate charges and contributes for net zero, doesn't he and everybody else seems entitled to money. At least he worked 25 years and served his country for ten of that.

    Bill of Rights which is current legislation states that ‘grants of fines and forfeitures before conviction are unlawful’. You are not obligated to pay any PCNs.

    We should speak up for ourselves she says.
    If we spend hours and hours fighting a fine we are not allowed to charge for our time.
    We Don't invite these fines, they are forced upon us, if we appeal we get charged double admitting liability in the process and no chance to get paid for our time wasted fighting.
    This is unacceptable, undemocatic and does not sit well with our British culture of fair play.

    There is already pay per mile, at least if you have a ICE vehicle you are paying for fuel and that has both duty and vat applied so the more you use the more you pay and older less economic cars also pay more 🤷‍♂️
    VED is based on emissions but realistically this has not worked as they hoped
