Can a brāhman man, who has not been *initiated*, do Gayatri mantra jap?
Can a brāhman man, whose "Upanayana" has not been done, do Sandhyavandanam?
Assume that this person is excellent in Sanskrit, and has studied many authentic books on Gayatri Sadhana, and he follows all the rules properly, and knows all the detailed steps of Sandhayvandana perfectly.

Thank you for the detailed explanation, with meaning of the mantras used in Sandhyavandanam. I have a doubt. Before reciting the Adya no deva Savita and Vishwani deva Savita mantras, as well as before reciting the Mitrasya charshani mantra, should we recite the name of Rishi, chandas and Devata, like how we do with the main Gayatri mantra?

sandhya vandanam covers all 4 veda mantra, bhagavatham, and mother of Veda "gayatri". Vyasa bhagavan gave this as package for kaliyuga considering people kaliyug even find difficult to this 10 min prayer thrice a day. Yes. To your question, if you have detailed procedure of how vedic mantra is recited for each.. you can recite in detail.
Note: narayana sukta small section is rithagum satyam mantra in sandhya vandana.. we just say one small portion only and ends by nama iti.. But those who know this sukta can recite completely facing north if they like.
but Vyasa expects least this small composed portion of sandhya vandana is followed atleast.

Pranayamam is for naadi suththi.. cleaning energy .. by pranayama in guided way, it allows us to hear vedic mantras in air.. we can't go that much.. but least it's required for cleaning our energy ..
