The thruth is that america's repution in the world is pretty bad, and thats because of youre excessive use of hard power, Europe on the other hand has tryed to limite peace enforcement for extreme conditions, and used soft power to resolve any problems that were possible to solve. The question does not lie in the stability of the agents but in «popularity» in the world and its nature.
Soft power is one-sided. You justify it by assuming you're right. If you are right, you are justified to change the minds of others to do what you want. If you are a race supremacist, you already hold that belief. In that case you need no justification. You are exceptional, all others must comply to your wishes. If others fear you, and they know you carry a big stick, you can then use a soft voice when making your demands, as this video illustrates.
I can't hear Prof. Nye talk about "Soft Power" without feeling like it's an attempt to over-dramatize a very simple point. He might actually look better if I could see him in a tougher interview. Soft power is very nebulous, with no guarantee it's there when needed. Sometimes it can run close to appeasement. You might say Chamberlain was pursuing Soft Power with Germany in 1937. (Stalin clearly was.) So how does Prof. Nye propose measuring concrete concessions against a "soft" benefit?

If we visit another country, european people are generally better accepted than american
