In hard-core mode, all targets are enforcers. I found something funny: if you disguise yourself as a non-guard (exterminator, server, etc.) their enforcer status turns off. You can get good poison, silent, or unnoticed kills if you plan accordingly. Also, all of the fences make distractions a ton of fun.
Absolutely agree! I noticed this as well and in alerted territories all the suspects will have enforcer status if you are a guard, but this disappears with civilian

If there's a SAFE spawn in the basement with the shortcut secret tunel, there will be one guard that will drop silenced pistol, worked for me everytime

This is my favorite map for showdowns. I hang out in the party backyard and spy. Then I find a house to use as a snipers nest. It’s a sexy map.
