It took me 10 years to finally realize that melee Luigi just has a higher Mario voice
It has been 23 years.
Luigi still hasn't moved.
I think what happens most of the time is that the CPU in most doesn't quite know how to react to a non-moving player so it tends to not know exactly what to do. Since in most of these scenarios you're suppose to move so when you don't the CPU gets a bit confused.
I don't know, that's just my theory.
