This is evidenced by the fact that Alvis unlocks a new symbol for Shulk despite never using the weapon when they first talk to each other (and the crest he has on his chest). Meyneth and Zanza were just people using their own power, not blades.

that's probably because for Rex and the gang, it's just a neaty weapon. Weapons themselves don't matter to the gang in the world of XC2, just the blade themselves (the owner of the weapon). Only Mythra sees the value of the monado and ask him about the true nature of the weapon

On other hand Alvis has to create a replacement (the Monado from XBC1) so it doesn't tap into to much power at once without someone to act as a nexus between him and the weapon (basically the thing who happens between Drivers and Blades), so instead he create a replacement who work self suffice to not had to depend on Alivs interaction too. In that way i make sense why Rex doesn't had a Monado sword. Pneuma itself is the Monado. Also i had a theory that Malos never was at his full power due him been tied to Amalthus, but still been self suffice due been an aegis (like Pyra/Mytra doesn't follow the same rules as normal blades).

But since Pyra/Mythra were sealed and Adam somehow managed to preserve her core crystal, her functions are now all over the place and thus giving her an edge over Malos (that and the bond between drivers and blades and yadayada)
