The trick is simply being able to quick save and load while talking to someone. You pay to initiate the dialog in which you learn a skill. Then, quick save and load as soon as you get the item/skill. There is a certain line of dialog that actually gives you the item/stat increase. As long as you save before the whole conversation ends, it will completely restarts that conversation. It will keep giving you the item/skill as long as you keep reloading the conversation.
If you have the dialog glitch active, you should be able to bring up your regular inventory while in the shop (by pressing whatever key you have assigned to the inventory menu). You need to drag the items from the shop's inventory into your regular inventory not the shop view of your inventory. That's all there is to it.

I manage to pause the game, save and reload, but still I can't steal items. Why is that?
