That does not justify what he does, but neither of them are anymore in the right than the other. To better understand Luigi in this situation you need to look at it from the perspective of a younger brother willing to do anything for his brother that is constantly treated like he doesn't even exist even by said brother. Neither is more in the right than the other as they are both equally wrong. Luigi worked with Bowser and tried to kill Mario. Mario has consistently ruined Luigi's life and even gave Luigi his sloppy seconds. Remember that Mario was actually with Daisy in her first appearance only to later dump her on Luigi.

No one thinks about the fact that IHY Luigi is literally putting the mushroom kingdom, the very people who he wanted recognition from, in danger because of his envy towards his brother. Him working with Bowser is ultimate betrayal not just because that’s Mario’s enemy, but because working with Bowser would give him better access to controlling the mushroom kingdom. Again, I understand IHY Luigi’s motives and perspective, but he’s extremely selfish and his hate is exactly what got him to end up scorched by the lava
