Note: Retirement of a name doesn't only happen because the storm killed at least 100 or ran up a damage cost over $7 billion (grumbles about Isiais). It can happen because the storm was historic, too: Patricia, for example, was retired primarily due to it's historic strength. For this reason, I would vouch for the retirement of the name Arlene, not for death toll or damage cost, but for a historic January landfall in Maine (ironically, almost exactly where Lee is forecast to make landfall).
Well, almost on the nose with Idalia. Only errors is that it formed around the Yucatan Penninsula, never made landfall on Cuba, only made it to Cat 3 (maybe low 4), and it made landfall around the north bend of florida instead of around tampa.
