Kurt wrote it to hate on the poseur fans that he attracted by accident, he never wanted to be famous or sign with a record label but the rest of the band basically forced him to. So the song is an ode to the idiots who will listen to any catchy tune and not get the meaning. For bonus points, name the song that he wrote with the exact same notes in a slightly different motife

Weird Al's band was unique. The could play any song differently and not the same at the exact same time. You cannot legally use the exact notes written by another, so they changed them a tad. That is why he was never sued. And YES! If Weird Al parodied your song, it increased your profits!
Small nitpick: Any musicians can legally _"... use the exact notes written by another"._ They pay the copyright owners fee. Do you believe all of the covers of the Beatles used different notes, or all the bands making Beatles covers were sued? Nope, they just pay! A copyright owner could refuse permission to perform a song (unusual, because they lose money). However, "Weird Al" asks for permission, sidestepping that.
