Once upon a time they came in individual boxes. My Santa Fe and NYC FT passenger sets from the early 2000s had individual boxes for the engine and cars.
Years ago some in the government decided that styrofoam was an environmental hazard so they pushed to eliminate or cut back on its use. Remember when McDonalds and other fast food restaurants sold their sandwiches in styrofoam boxes?
A modern starter set that isn't some gaudy, circus-colored, licensed to a them that has nothing to do with trains pile of junk? (Looking at you, Lionchief Star Trek & Scooby Doo sets). I can't believe I've never seen this set until this video. Might have to pick one up some day.
