1)You can use any material, that can remove bitumen patina. I used acetone. 2)Primer for glass. I can write You specific trade mark, but we live in different country, so I do not think it will be useful.
Sometimes we can make a mistake. Our hand can flinch or paint would be too liquid etc. It is easier to correct mistakes over protective layer of varnish. Also it is necessary to remember that water based materials can penetrate each other without protective layer of varnish. Paint colors can mix, texture paste can soak... And the result can be not as it was expected

I prefer to use PVA (school glue, Elmer`s glue), but many crafters like to use Mod Podge. After gluing by PVA it is necessary to varnishprint or napkin. Dont forget to use glass primer before paint: www.etsy.com/listing/541397459/glass-primer-for-glass-primer-for-metal

It can be colored if needed. For example, it can be white.
