My theory is: 1-You're not retired if you are still in the USADA pool. 2-Officially leaving the USADA pool makes the UFC remove you from the ranking as soon as they can. 3- Only a retired fighter can be eligible for HoF (Obviously non-fighters being inducted for non-fighter reasons don't apply here).

I just assume it’s because most of them demand more money, and the UFC doesn’t want to have to pay these guys more than once or twice a year. Seriously, McGregor, Khabib, Dustin Poirier keeps demanding he gets paid, even Nate Diaz since his second fight with McGregor has been demanding bigger purses and turns down what doesn’t please him.
