The synth in this song reminds me so much of a Megaman X games :D
More than just the synth. The rhythm in this is very similar to the simple, fast kick snare patterns used in a few places in MMX4. The chord progression at 0:26 is also similar to one used in Sonic 3&K's Flying Battery zone, and Sky Battalion from Freedom Planet, which itself took inspiration from Storm Owl's stage and theme.

I'm not sure why but some bits of this track remind me of Umineko, lol. They're not really similar but especially the stuff at 0:52 for instance just... makes me think of that game.
Go figure.
Anyway, amazing boss theme, probably my favourite so far!
A lot of tracks of the OST remind me of Umineko, too. I guess it's just the general feel of the music.
