In India we are using wet hose system. Which means the product will be full till the nozzle. What is dispensed quantity is only the requested preset volume in the dispenser. Once the required volume is dispensed the flow will stop.

All indian oil pumps are automated. When the preset amount is not filled then the pump is locked in the next transaction.

Oru Silla pump la automatic ah lock release agadhu due to some mistake and some pumps will take more time to get automatically stopped. To avoid time constraints n traffic in bunk and to make the work faster , employees will manually release the pump lock and that doesn't mean they are cheating u ... Let's take your point that ur seeing a difference of 100 km variation for full tank .
Let's take ur tank capacity is 50 litres.
And 20 km/l is ur mileage of the car.
Then ur expected mileage for 50 litres is 1000 km
Whereas ur saying that there is difference of 100 km
Which equals to 5 litre they are not filling the bunk.
Which is 10% of volume U filled.
If so each bunk owners will be giving tough competition to Adani /Ambani
