While voters do play a role in choosing their leaders, many factors can influence the election outcome, including limited candidate choices, misinformation, and systemic issues within the electoral process or a protest vote.A leader may not always reflect the values or desires of the entire electorate, but rather the preferences of a subset or the impact of external forces. Therefore, it’s not always accurate to say that a leader fully represents the collective will of all voters.
