Where did you go for your safety standard?
Can you please detail the form/letter that can be used to transfer the car without owners presence at Service ontario ? Is there a form provided by the office or is it a consent letter between the 2 parties ?
There is a section on the car document or paper where the owner has to sign and mention the sale amount. Then you can get it transferred. But its always best to take owner along

Yes, safety is basically checking transmission, airbags, breaks you will have to get it fixed. Similarly, you can talk to the seller as well and negotiate
