I see that your processor is running on standard settings. I recommend entering the BIOS of your motherboard, going to the PBO settings, doing an undervolt (UV), and increasing the clock speeds by 200 MHz. This will give you better performance and lower power consumption in just 2 minutes. Also, change the stock cooler to something else. Mine runs at 5.4 GHz and doesn't exceed 65°C with a Fortis 5 cooler.

Doesn't look like it, the performance can be better. Ultra settings is also no good at 4K with these specs.
Without dlss i have in cp77 with rt and pt 1fps and 3200ms+ (imput lag) but with fg dlss (quality) i have ≈48fps and 50/70ms on 1440p
