Maybe living there in long term will be a different experience. Though vast majority of the locals speak only their native languages and French, a reasonable number of the suit-and-tie class, students and international traders have either basic or intermediary proficiency in English and they are quite friendly and helpful should you require any assistance. You also have to be street smart because being a developing country, there are some street hustlers who might try to take advantage to exploit the innocent visitor.
Yes, electricity and portable water are widespread in Ouagadougou. Ouagadougou is a city proper, just like any other city you will find across the world with all the luxuries alongside its challenges, eg, poverty. So it all depends on the standard of living of the individual and the neighbourhood they can afford to reside.
That's fair enough. Though the city is being progressive, I bear with you that much is still needed to be done to improve the ecosystem, infrastructural, and public transportation.
