I think the logic for minimum score is the same for max score which is normalization of scores.
Min Score logic
1. 1% who performed better than you in quants can have overall score better than yours.
2. 1% who performed better than you in LRDI can have overall score better than your score
3. 1% who performed better than you in VA can also have overall score better than your score
Min = 100 - 1 - 1 - 1 = 97
Max score logic
Despite 1% candidate performed better than you in only 1 section but your overall score better than those 3% of candidates thereby max is 100%ile.
