I think its cuz he can get you mana positive against like a ponder and stuff like that sooner than thief. Thief is arguably better but maybe in cedh not so much?
Notion theif's cost limits it to dimir colour pairings and 4 mana value (cmc) keeps it from seeing too much play. It's too mana intensive for most competitive decks and casuals aren't in the habit of building the kind of stax decks to abuse its effect. Notion theif's at the perfect area for this kind of denial effect. Narset PoV is a bit oppressive but being limited to sorcery speed and being a planswalker also make it less abusable than a flash speed creature. The biggest issue with hullbreacher is the fact that you not only deny draw, not only empty everyone's hands but also gain the mana to play all the cards you draw and that wins you the game but not usually right away so it's a delayed I win card in most games outside of CEDH
Alms collector doesn't stop the opponents from drawing entirely, doesn't have you going mana positive to play all the cards you draw, costs more, and is in white ( a colour that has no forced draw support) Don't compare Apples to Oranges

I think comparatively, narset makes the game way too slow, opposition agent is fine until it isn't lol, and notion thief is just plain mean (not super notable because the lack of blue/black wheels without red). RIP hullbreacher, you were the closest thing lockdown decks could've used for an adequately swift win-con.
Also random note the RC may have messed up on this one IMO. But who will actually agree with me on this one anyways? Genuinely curious if anyone agrees that it was a bad move by the RC and your thoughts on the matter. I've only seen people agreeing with the ban.
I agree with you. Toxic players will find the next video of someone breaking a card and net deck it to crud. Watch an arena game of cards not out in paper yet and blam! Book of Exalted Deeds.
