In the downtown/Pearl/slabtown area, yes it is. Further away in Southeast Portland, less likely. Some Apartments will build their own garage which is more convenient and considerably safer for your vehicle. For this reason, there's a fee. Other Apartments don't even have a garage so your vehicle is left in the hands of off-street parking, break-ins etc. Once you leave the city limits & less dense areas, parking is ofcourse free. Like the typical Apartments that have open parking lots outside.
