[텔아비브(이스라엘)=AP/뉴시스] 유세진 기자 = 베냐민 네타냐후 이스라엘 총리는 30일 이스라엘과 하마스간의 휴전 협상이 진전을 보이고 있는 팔레스타인인 수십만명이 대피해 있는 가자지구 남부 라파에 대한 침공을 개시하겠다고 다짐했다.
네타냐후 총리의 발언은 토니 블링컨 미 국무장관이 휴전 협상을 진전시키기 위해 이스라엘에 도착하기 몇 시간 전 나왔다. 이번 협상은 전쟁 시작 이래 가장 진지한 협상 중 하나로 여겨져 왔다. 이번 협상은 인질들을 석방하고, 주민들에게 어느 정도 안도감을 주고, 이스라엘의 라파 공세와 라파의 민간인들의 잠재적 피해를 막기 위한 것이었다.
네타냐후 총리는 무장단체에 억류된 인질 가족을 대표하는 한 단체와 가진 인터뷰에서 이스라엘군이 하마스의 마지막 거점인 라파의 하마스 대대를 파괴하기 위해 라파에 진입할 것이라고 말했다.
그는 집무실에서 발표한 성명을 통해 "모든 목표를 달성하기 전에 전쟁을 중단한다는 것은 불가능하다. 우리는 라파에 들어갈 것이고, 하마스 대대를 제거할 것이다. 거래가 있든 없든, 완전한 승리를 달성할 것"이라고 밝혔다.
네타냐후 총리는 연정을 구성하고 있는 강경 민족주의 파트너들로부터 라파 침공을 가로막을 수 있는 휴전 협정을 진행하지 말라는 압력을 받아왔다. 이들의 압력을 거부하고 휴잔 협정에 동의할 경우 네타냐후 정부는 위협받을 수 있다.
그러나 이스라엘의 최고 우방인 미국을 포함한 국제사회는 이스라엘에 민간인들을 위험에 빠뜨리는 어떠한 공격도 하지 말 것을 계속 경고하고 있다.
네타냐후의 발언이 그의 연정 파트너들을 달래기 위한 것인지, 하마스와의 휴전 협정 합의 가능성에 영향을 미칠 것인지는 분명치 않다.
네타냐후 총리는 하마스에 사로잡혀 있는 인질 가족들과의 포럼에서 하마스는 사람들의 자유를 짓밟는 것을 선호한다고 말했었다. 인질 가족들은 인질 석방을 위한 협상을 요구하는 시위를 벌였으며, 그러한 협상이 군사 행동보다 우선해야 한다고 주장하고 있다.
미국과 이집트, 카타르가 중재하고 있는 현 휴전 협상은 6주 간 전투 중단에 대한 대가로 인질 수십명을 석방하는 내용이라고 이집트 관리와 이스라엘 언론이 보도했다. 또 이스라엘에 억류된 팔레스타인 죄수 수백명도 석방될 것이다.
그러나 휴전 이후의 일에 대해서는 여전히 난제들이 남아 있다. 하마스는 모든 인질들의 최종 석방으로 이스라엘군이 가자지구에서 군대를 완전히 철수시킬 것을 요구했다. 반면 이스라엘은 휴전이 끝나면 다시 공세를 재개할 수 있는 일시 휴전만을 고집하고 있다. 이를 둘러싼 이견으로 몇달 동안 회담 중재 노력이 성과를 거두지 못했었다.
