    Simplify it all, South Africans run our spaza shops.Let Traffic Officres deal with traffic laws.Start a department that deals with the municipality by-laws.Some governmental big wigs are benefitting big time from this nonsense.

    why permits,why not totally closing them down so that locals operates shops themselves.
    What about food quality because these people will always find a way to sell fake products.

    Go to the township and see how many are locatedy owned and see if the government protected the locateds kzn 100% owned by foreign GM 100% owned by foreign Cape Town 100% owned by foreign ...go to the country's we the foreign come from and try do this u will be sent packing.

    Will they stop to kill when they have permits. You say it's for the improvement of townships economy. Townships say we don't need these service providers why force them. on communities . Mayor's failed to implement prescribed laws and children died. Why did their heads not roll .In institutions you act suspending discipline why nothing done to the mayor's.
