I grew up with Sigrid. We were were young girls, grew up together. She was a brilliant, talented young woman, sort of seen as strange by her peers but she was my friend. I thought about her today and looked her up to see if there are any updates on her case It saddens me how she left this earth. I miss her.

It was Chuck. The brother gave the police His DNA sample not his brother's that's why this case is still open. Of course he wouldn't out his own sibling! Police should've gotten Chuck's DNA another way.
And also chuck died in 2016 so even if it was him the police couldn't apprehend him because he's dead so I think his brother may have had a different mindset then what you stated

Nah Because dna samples tell you who the dna belongs too if it was chuck's brother it would have shown up in the technology
