Manga Fact: the money counterfeiter and the conartist shared a couple of chapters that take place right before Shiraishi is captured, which weren't adapted to anime. That would explain where he came from and where he got the money counterfeit device used to bribe the lieutenant in last episode. (chapters 86-91)
Kumagishi the forger reappears after this story in the manga but they didn't adapt it in the anime, it's a small arc that takes place around Chapter 87-90 involving fake Ainus and an escaped convict tattoo and takes place after Edogai's arc and before Sugimoto's group meets up with Hijikata's group in S2 Episode 3 of the anime. - That's also where the scene of Ushiyama judo flipping a bear comes from, which is shown on the 2nd season's OP.
As a manga reader I remember watching season 2 up to like the halfway point and realizing they skipped the Shiraishi backstory. I was so damn sad about that, I had no idea they made OVAs.
I love how the interaction between Shiraishi and Kumagishi is just: Shiraishi: "give me art that I can jerk it to!" Kumagishi: "here is a drawing of a nun, you seem like you need jesus." Shiraishi: "joke's on you, I can still jerk it to this!" and then he proceeds to get into and out of every prison in the country because he's horny enough to pursue this, but weird enough to pursue _only_ this. legend.

The only thing I really don't like is the lack of backstory for Sugimoto. Anime completely skips this part, in the manga there more about how he lived before the war. I highly recommend other people to check it out
