If our physical universe is infinite, then there is no physical system that physical processes can generate that won't be generated. There may be physical systems that can't be generated of course, such as ones that are not achievable because all intermediate states to achieving it are unstable, but I don't think those pass the test of being possible states in the sense he intends.
The people that make claims of the universe being fine-tuned are looking at the smallest portions of it in order to say this. Most of the universe is hazardous to life and everything surrounding life. There is a fundamental math common to all possible universes, coupled with varying constants of that particular universe. That possibility that they could have been different implicitly entails the potential reality of other possible states. If the parameters could not have been different, then there is nothing to explain, they could only be this way. You can't have it both ways, if you invoke the possibility of other parameters being real, you can't coherently then complain that other parameters can't be real. In any case there are several other proposals. The top down cosmology proposed by Hawking and Hertog, that alternate parameters would just lead to alternate forms of structures, or that these parameters couldn't actually be other than they are.

Life is a potential emergent property of matter and the values are coming from the big bang that sets the values and the course of emergence, the other possible states then argues that there is another big bangs that are different, but not our universe or it implies a cyclical nature, where each cycle is different in some manner. How could it then be different what makes a big bang different in a another scenario to give different values it implies that there is something outside or inside the big bang that is variable that gives variability to it. Variability implies that the big bang would be a quantum driven effect to give it's variability in the inside angle or there was something outside after the big bang, which affected it's course afterwards to give variability like a collision in a multiverse scenario. It would also imply the inside angle because a multiverse would likely not be possible without the variability as a source.

Our mathematical modelling of the universe may be deemed as "fine-tuned" because we ascribed our numbering system and mathematical rules to assist our own understanding. What is the strength of the gravitational force in binary notation? Octal? Hexadecimal? What about in some weird fractal base numbering system? The real question is what are the underlying rules that govern what states “our” values take on.. then how are they determined? are there an infinite number of sub levels? At what point do we stop and say there is no explanation it’s just the way it is

I don't believe in this multiverse theory, but I don't think that we have to exists in every one of the Universes, there would be infinite Universes where life does not emerge. As far as we know there is no other life in our Universe. If you just dropped into Our Universe you would have to look pretty hard to find us.

The fine tuning argument states that the parameters for the universe could have been anything, and there must be a reason why they are the ones we observe. That possibility that they could have been different implicitly entails the potential reality of other possible states. If the parameters could not have been different, then there is nothing to explain, they could only be this way. You can't have it both ways, if you invoke the possibility of other parameters being real, you can't coherently then complain that other parameters can't be real.
In any case there are several other proposals. The top down cosmology proposed by Hawking and Hertog, that alternate parameters would just lead to alternate forms of structures, or that these parameters couldn't actually be other than they are.

But the Universe was never infinite from the get go ... especially Engineers confirmed it is the only example of an Isolated Thermodynamic System (Function) with finite matter & energy and increasing entropy ( decay/disorder).

Just rambling and no additional information. The only conclusion is there are all possibilities but we see what we see is because our existance is possible only in this situation.
Life is a potential emergent property of matter and the values are coming from the big bang that sets the values and the course of emergence, the other possible states then argues that there is another big bangs that are different, but not our universe or it implies a cyclical nature, where each cycle is different in some manner.
How could it then be different what makes a big bang different in a another scenario to give different values it implies that there is something outside or inside the big bang that is variable that gives variability to it. Variability implies that the big bang would be a quantum driven effect to give it's variability in the inside angle or there was something outside after the big bang, which affected it's course afterwards to give variability like a collision in a multiverse scenario. It would also imply the inside angle because a multiverse would likely not be possible without the variability as a source.

What if intelligence becomes so advanced by the end of time it is capable of sending signals backwards through time - let's say by using closed time-like loops - that are capable of fine tuning the initial conditions of the Big Bang?

Our mathematical modelling of the universe may be deemed as "fine-tuned" because we ascribed our numbering system and mathematical rules to assist our own understanding. The universe neither knows nor cares what values gravity or our special constants take. They become what they are within our man-made modelling scheme. What is the strength of the gravitational force in binary notation? Octal? Hexadecimal? What about in some weird fractal base numbering system? We are just a few generations ahead of using measurements based on stuff like the length of some king's foot or the amount of work a farm horse did in lifting a measured weight in a specified time. The special constants are derived and measured values needed to satisfy our constructed mathematical models. Nothing magical.
As a child, I found that a 1 divided by 3 equals a funny looking number when written out in decimal notation. So what? It IS what it IS. Nothing mystical about it.
