didi aap fevicol mr use kar rahe ho clay ko stick karne ke liye uski jagah me clay ko wall me stick karne ke liye fevicryl fabric glue ka use kar sakti hu, dono mese better option konsa hai for good result

As per your hard work because material cost is to cheap, So will take charge as per your hard work mostly lipan art on small canvas then you take 500 rs, as that you will decide another charges,

Yes You can do but you have to use thick wall putty so can shape it well.

200 gm mirrors and 4(50 gm) packets moulding clay I used for this

Which varnish should be applied for dust free and water proof
No need to apply varnish but if you want dust-free wall then use plastic paint so its easy to clean
My balcony wall is very rough.. And already painted with acrylic colors.. Can I apply wall putty on already painted wall?
You should clean wall using Sandpaper and then apply wall putty to get better output.
