Just as a rules thing. Sewer Nemesis' Characteristic defining ability is contingent on it entering the battlefield and choosing a player. When Sewer Nemesis Changes zones, it is essentially a "new" Sewer Nemesis. Meaning it never got to choose a player, therefore it's power and toughness in the graveyard is always zero.
When you play Entomb, but leave the corpse rotting there it exerts dominance. People expect the cheesy gimmick of recursion combo, but instead they are met with lethal commander damage...
