The eagle "privy" on the 2018 coin is actually an Easter Egg homage to sculptor James Earle Fraser - designer of the Buffalo nickel. Fraser designed what is now called the Herbert Clark Hoover Department of Commerce Building in Washington D.C. which was home to the U.S. Patent Office in the early 1930's. The eagle design was included as a bas-relief cartouche and still exists on the building's 15th St. facade.
