Bush (Bush 41, 1989-1993, losing reelection to Bill Clinton in 1992) but it was part of his Inaugural Address on January 20th, 1989 in regards to volunteer organizations. Which if you aren't from the United States or are too young you might not know that much. But this Bruce Dickinson album came out not too long after the first Gulf War in Iraq (1991) which was spearheaded by George H.W. Bush, an oil tycoon as well. There was a lot of backlash at the time, which also resurfaced in the 2nd Iraq War from his son George W. Bush a decade later, regarding these wars being wars fought over for oil. I would say this is a much more likely meaning behind this song than whatever conspiracy tree you're barking up.
