This was foreshadowed on the previous Highway scene where Spooner almost crashed into a truck, probably due to him manually driving, but since everyone relies on automatic driving, as said by Calvin that Manual Driving is considered dangerous at this point, it's no surprise VIKI controls every single vehicle, including Spooner's, so it could be possible that she knew Spooner is on to him after Sonny escaped, and doesn't care if Calvin dies as a result. Long term short: It was VIKI that slowed that truck down during the previous Highway scene, which is both a foreshadow to this scene and the eventual Revolution.

This is one of my favorite scenes, because the sound of the tires rolling on the road is just so satisfying.
