Around Maxfield avenue where the fire station is, if you license your car and you need a custom plate, the tax office will give you a blue plate to drive with wich is a temporary plate.

Nonsense. Only dealers are entitled to use demonstration plates, and only under specific circumstances. You need to get familiar with the Road Traffic Act. The vehicle with the blue demonstration plates must also be insured and have a current certificate of fitness. The vehicle can be seized if the documents are not in order and consistent with the permit.
