I assume the gloves are meant for the knife throwing. The padding on the inside of the gloves makes it so you don't accidentally jab your palm with the point of the knife while throwing it, while still having enough dexterity to throw them with accuracy. The dress is just because she's a maid I think.
Yeah, she's based on DIO, and so is her mistress Remilia. Remilia is an English vampire, she's more Phantom Blood, and Sakuya is more Stardust Crusaders.
comparing anyone to reimu is not fair seriously, only Yuyuko (ability being literal "you die") and Yukari (she probably could due to border manipulation shenanigans), among maybe one or two others could get past Fantasy Nature to beat her without spellcard rules
In fairness, who really can defeat broke Shrine Maiden. Though from what I've seen of Touhou, how does anyone really defeat anyone? Seems like someone loses a battle, maybe fiery explosion, and are completely ok after.

Step 3(no knives): engage in a friendly conversation Step 4(knives): HOW THE HELL ARE YOU STILL RUNNING?! Find the exit open the door with difficulty and escape. Step 4(no knives): explain how you got in if not already explained. If already done, offer to help out. Step 5(knives): avoid sakuya at all costs. Isolate, be careful to not let her see you shopping ANYTHING. Step 5(no knives): eventually meet Remilia Scarlet and become friends with everyone for helping out so much. You get a job there. Or just don't bother.

So "wa" (thematic marker). On the other hand, DIO uses another phrase, "toki-wo tomero". This sentence is addressed to his Stand, The World, and thus DIO asks it to freeze the time. Thus, "wo" (accusative marker).
