How you position the outcome of the google business profile to businesses that is uncomfortable for them to say no to. Unlike paid ads it is difficult to make the outcome shiny and create crazy offers because seo and google business profiles take time to generate tangible results.
It all comes down to what they're trying to achieve. Rather than trying to encourage someone down a certain route, it's best to have a range of tools at your disposal, understand their specific needs, timelines, outcomes and (the big one) budget. Then, select the most appropriate tool to deliver against it. Sometimes it'll be paid ads, sometimes it'll be SEO, sometimes it'll be Google Business Profile.

It's a total pain! But, what I've been advising is that you take the reporting outside of GBP and sign up to a virtual incoming phone number. If you're in the UK you can get a local number for around £5 a month. (There are loads of suppliers if you Google it).
Just use it as a dedicated number for your GBP and look at the call data they give you each month in the reporting. If you only use it on your GBP, then it'll give you a pretty accurate view of your inbound calls from your profile.
I know it incurs cost and it won't be an option for everyone, but at the moment, it seems like the best (and possibly only) option.
