It's Roman. The 1930's-1940's German just copied and slightly changed the image. Same with the swastika, it was used by Genghis Khan's as a royal seal and before that the Indo-Europeans as good luck symbol. Almost all the imagery they used is from early cultures. What the Germans were trying to do is become the new center of culture for Europe by adopting not only the military might, but also as much cultural symbolism as possible.
