Yeah I totally agree with you man. No other game comes close with this level of dynamic progression; listing the moves' purpose and history on some of them.
The best method to have every move maxed out is by sparring with Fuku-san, and of course practicing. Focus your "Throw Moves" on Fuku-san. When practicing, focus on only one move at a time. When Ryo goes to bed at night, you'll see there's a "Training" option to which you can pick, and set which skill set to focus on. I recommend to pick, "Equally learn all moves" because I noticed that there's no significant increase if you focus on just one skill set. I also believe the "Training" will only activate if you progress in the story, so keep that in mind. When FREE Battles come up, only use your "Throw Moves" as well. By the way, this save file in this video isn't mine. It was an uploaded save file on a website called "Blue Swirl" that I downloaded. I don't know how the uploader was able to max out "Tornado Kick" and "Swallow Flip" because those are moves you get at the very end and have no chance of practicing on. I hope this helps!
The easiest way is to set your nightly training to "Train all moves equally" before reaching the part of Disc 2 where you need to sneak into the Old Warehouse District. Make sure before this point that you've bought and learned any moves you want. When the QTE for sneaking past the guard at the gate comes up, do nothing and let the game run for a while. After a month or more of in-game time, your moves will have trained themselves a significant amount, and you'll have gained some money from your daily allowance (although 2 bus fares will be subtracted for each day). If you want to be sure that your moves will be maxed out, go all the way into the middle of March. The deadline for finishing the game is April 14th.

I believe this player must have cheated in the game to make all the moves level up. But I am wondering how many Demon Drop it will take to defeat PEDRO in 70 person free battle with this level up save file. Normally, it takes 10 Demon Drop. If it can take only 9 Demon Drop to defeat PEDRO, it will be worth trying to make Demon Drop level a little up by using more Demon Drop in the three big battles in the story game. But if it still takes 10 Demon Drop with level up, there is no need for me to keep trying.
I got this save file from bswirl.kitsunet.org/ One of the save files mentioned that it had all moves maxed out. I believe that was the save file that I downloaded. I don't think I have the save file on my old PC anymore.
