Very hard to say, as for sizes vary. But I got half a size smaller and it fits fine.
Yes, it is. I usually wear sandals in size 6 and I have bought a pair of this sneaker in black in size 6. They fit well without socks or with thin socks. It will be little tight with thick socks.
