The best F-zero game for the GBA is Climax IMO, the JP-only title. It plays more like the modern F-zero games rather than having SNES-esque gameplay.
It has a level editor too which is pretty cool.

Yea I love this game, feels fantastic on the pro controller’s stick, something to make me play gba, have the room open and practice until somebody joins, really got down with this game, I even beat crappy silver thunder master in queen league, used all my continues but no save state
