Things to note
1. You can become a fullbringer at any level just like soul reaper and quincy
2. You can be a lost soul and still become a fullbringer
3. At level 15 is when you can talk to the lady in the graveyard and receive your cellphone.
4. To get your fullbring you must beat 3 of the lady's quests in the tavern
5. For twin souls (Fullbring bankai) you must acquire the usual 420 points and level 95
6. Recommend 300+ strength no vitality for the fullbring boss
7. The reason I recommend 300+ strength despite fullbring skills scaling off of str is that your fullbring MIRRORS your stats so if you have 50 str it'll have 50 spirit instead.

For your fullbring you do have to survive agent harley, you can kill them if you want but your just supposed to survive, I killed them too heal and just kept a running.
I had all 3 of them chasing me and then suddenly I was forced into my fullbring, either it’s SUPER delayed or you just have to survive
