3 Talaqs in one setting was implemented because of abuse of this threat in the society and it was for that time only under Umer RA Rullings
We have no obligation to follow that ruling since it was for temporary period.
We need to follow what Quran has prescribed for us how one can give Talag God forbid if there need be.

Can you tie a dog outside the house in a city? For protection?

How can a person base a fatwa on a vision though?
Isn't that subjective whereas islamic rulings are based on objective evidence.

He already said in the video that it was not based on the vision.

While Islam discourages keeping dogs as pets without necessity-such as for guarding, hunting, or farming-it strictly prohibits harming them. Acts of cruelty are considered major sins in Islam. The Prophet Muhammad (peace and blessings be upon him) warned:
"A woman was punished in Hell because of a cat. She confined it, neither feeding it nor letting it go free to eat the vermin of the earth."
(Sahih Bukhari: 3318, Sahih Muslim: 2242)
In another narration, Abu Huraira reported that the Prophet (peace and blessings be upon him) said:
"A prostitute was forgiven by Allah for an act of compassion. She passed by a panting dog near a well, on the verge of death from thirst. She removed her shoe, tied it with her head-cover, and drew water for the dog. Because of this, Allah forgave her."
      (Sahih al-Bukhari: 3321)
