(Sahih Bukhari: 3318, Sahih Muslim: 2242) In another narration, Abu Huraira reported that the Prophet (peace and blessings be upon him) said: "A prostitute was forgiven by Allah for an act of compassion. She passed by a panting dog near a well, on the verge of death from thirst. She removed her shoe, tied it with her head-cover, and drew water for the dog. Because of this, Allah forgave her." (Sahih al-Bukhari: 3321)

Can you tie a dog outside the house in a city? For protection?
How can a person base a fatwa on a vision though?
Isn't that subjective whereas islamic rulings are based on objective evidence.
