Yep. Someone did a similar thing. Look for "Tomy Turnin’ Turbo Dashboard Outrun Arcade". It's beautiful :) Only instead of MAME it runs a modified version of CannonBall (a OutRun of sorts). Because it's open source, the guy was able to make the controls and gauges work. And the video is on RUclips: v=-4N2GVX-XKg
These were rad as a kid. It's weird to think back and remember not really being fussed by how simple the average LCD game was even compared to what we had back then. I need to get collecting some up. Only one I have is the Donkey Kong 2 Game & Watch.

Octav1us the car is supposed to be reminiscent of the 80’s Ferrari Testarossa. The licensing issues over the use of the Testarossa in Outrun are kind of interesting to read up on, there’s a reason it doesn’t look exactly like a Ferrari Testarossa.
Such Technology! Much sound! The instant you pointed out SUPERSOUND!, I knew exactly what bleeps, bloops and arrghs would be issuing from this thing. You will never know how accurate I was. o.0
The high pitched noise is supposed to be tyre squeal (I'm guessing, based off the actual arcade game), and there are Palm trees along the side of a "race course" because the Outrun game is set on real roads, not a closed racing circuit.
At least the palm trees stayed on the side of the road. In the Spectrum game Duel (with the slowest accelerating sports cars ever), the cacti would migrate majestically across the desert and end up embedded in the middle of the road while you were going around a corner. There was a guy with a suit like the sofa/throw at the Norwich Winter Beer Festival. He didn't have Pac Man socks on though, so he lost points for that.
As a child of the 80s this was everything I ever wanted ^_^ it's so shit looking back at it now, but back before playstations this was the cutting edge in game design. Thank you for taking me back to being a five year old, even if only in my mental little head :D
I love these things! When I was little these were the only handheld/table top games we had. There wasn’t a Game Boy. One of my favorite handheld is King Man by Tomi? I played the crap out of that thing.

This thing reminds me of a toy I used to have during the '80s. It was a car dashboard/hood with a steering wheel and headlights with real lights. The one you showed, however, is a lot more ambitious, as it has a built-in video game, whereas mine only had a rotating picture; though it was lit-up with colorful graphics! Damn, I miss that toy.

I remember seeing these in the Sears Christmas Catalog back in the 80s and kind of wanting one, but not really because I had an Atari with Enduro. Really it's a good old 2600 game. Dead simple, stay on the road, don't hit any other cars, go fast.
I have to revise this since I commented before you pulled it out of the box. The one I remember was much taller, and had a fully round steering wheel but functioned in the same way. it looked quite a bit different from my memory.
You did a great job of getting a nice clear image of the LCD screen there. They can be right gits. Also I can't believe that I'm jealous of you for owning this, it looks pure shite.

You must get your hands on a Tomytronic if possible. I think there were only 3 made, Shark Attack, a tank battle game and errr.... dunno may have been a space game. Not sure how you would get the graphics on screen thou as the vision is within the binoculary type thingys. Good review made me chuckle and feel err a bit old.

You should check out the TOMY Turnin' Turbo Dashboard toy.
It's extra hard to find the red hood part for that item.
Make sure you use glue which won't damage the pla... ah ok phew. Car looks better with the front end off too
