The erosion happens when said culvert is blocked "water over the road" or the culvert is compromised "holes in culvert allow water to erode the ground around it". Lots of township's ignore this kind of maintenance leading to sink holes and road washout's during flash floods. it takes years or even decades of neglect . This isn't a new phonominom.

Politicians and real estate developers made a fortune during that time when they destroyed just about every natural kettle pond on the island. They preserved very little for the future generations... hardly any of the beautiful farms left. The vast building along the shoreline has contributed to beach erosion. The island is nothing like it once was. It's sinking.
