Two Things:
1: The Hebrews also suffered the first couple of plagues for not being faithful to God. They would have also suffered the final plague haven't they obeyed God's command to paint the door with sheep's blood.
2. The 10 Plagues did not occur as a result of Pharaoh's stubbornness, God harden his heart every single time Moses demanded to let the Hebrews go. The true purpose of the 10 Plagues was to reveal Himself to the Egyptians as well as remind the Hebrews who He is.

@@eldaniels6730 I thought the first few plagues did affect the Hebrews. Nothing terrible really happened to them as a result though. Going have to double check as some point.
Some times Pharaoh himself was responsible for hardening his heart, because he kept lying to Moses and Aaron (as seen in Exodus 8: 8-15, then so on for 8:32 and he lies again in 9:27 after seeing the plagues and hardens his heart in 9:35)
This also shows how even in His wrath, God had such mercy and compassion on pharaoh and the land by always stopping the plagues when pharaoh pleaded to Moses, despite knowing FULL WELL he was lying. God knew from the very start, before Moses even went back to Egypt.
So you could argue God hardening his heart in the first place was the punishment itself.

God actually warned Moses before each plague that he would harden Pharos’ heart. He did that because he wanted to systematically and destroy his entire kingdom as slowly and deliberately as possible.
