And yes, it's canon that Prince Vegeta is the son of *King* Vegeta, who ruled over *Planet* Vegeta. And Prince Vegeta is the fourth of his name. That's why King Vegeta (The Third) blasted Butarega for being a friggin' smartass.
Piccolo teaches the fusion dance to Goten and Trunks way later in the Buu Saga, and later to Goku and Vegeta. It's different from the fusion he does with Neil, it only last for about an hour.
