The outside ring could have a spinning thing to lift the saucer but you can't manipulate flight or catch lift. Computers have to measure which part of the flying object would need more lift or leaning into to fly a different direction. Blades on the inside is the right idea and what I'm talking about but yeah, you can't have the outer ring, were only 1/4 side of the ring goes slower so you could control

There is an interesting design of aircraft, but they rarely talk about it, because this thing is secret. The topic of pulsed plasma thrusters has been developed since the early 60s (see PPT - Pulsed plasma thruster) - they are usually designed for spacecraft.
