I have considered this ship so many times, and every time it seems there has been something better. I guess it's the lack of both HE and torps that puts me off.
Just get the Illinois. It’s a better Gibraltar - bb armor, bb hp, 9 second base reload, an underwater citadel, American super heavy cruiser AP, and access to HE in exchange for a slightly lower gun caliber (Gibraltar has 234s compared to Illinois’ 203s)
I like Gibraltar, but many don't. Compared to Goliath it does more meaningful damage (AP), has a better armour scheme (you won't get citadelled through the nose as much) and has light cruiser acceleration. (It is also much prettier to look at). It devastates DDs and does heavy damage to broadsides and can bow tank most other cruisers in close quarters and come off on top. Hindenburg is perhaps the only one you want to avoid this with. The smoke is nice, but don't rely on it like a normal smoke due to high detection and the secondaries are quite good for a cruiser. I put it as a sidegrade to Plymouth, but you lose some of your tools for more powerful guns and armour. Torps on it would be nice, but I always keep the ram flag on it so it makes a nice last ditch torpedo. I'd get Plymouth 1st and then decide if you want it, or alternatively go for it if you have the other RB ships you want. It's also more historically accurate to the CAs the UK was considering building around the time of WW2.
Gibraltar is so disappointing, and like, stupidly counter-intuitive? All its benefits point it towards being a close range ship, where as all its weaknesses say to keep it far away. No sense. It needs AT THE BARE MINIMUM, to have substancially better smoke fire penalty and deceleration speed. Like, we're talking cutting those in half at least.
