Any country pulling out would be cut off from this and have to in many ways rebuild from scratch, which isn't a very reasonable scenario. And that's aside the individual countries are small like individual states in the US. Going it alone in world defense is not feasible. Some sort of collaboration is needed, and if they pull out, they'll have to reinvent the wheel so to speak. The EU establishment plays this power card too.
